SLSR Legislation
Yes, I know we've been less than active lately, but today we fix that. Thank you to Tricky and the SLSR team for helping me draft this. It means a lot to me, honestly, because it's an idea I've had for like, 2 months now. Here it is:
The April 6th Amendment

In the event that the President declares a State of Emergency, a special Security Council shall convene.

This Council will consist of the President, Vice President, Speaker of Council, Minister of Foreign Affairs, Documentation Minister, as well as members (as few as none, as many as three) chosen by the President directly related to the emergency.

During the State of Emergency, this Security Council can pass bills with a simple majority, pass amendments with unanimous approval, and supersedes the Cabinet. All law or amendment passed by the Security Council must be announced publicly by the President.

Council can override any bill or amendment passed by the Security Council with a simple majority.

Once the State of Emergency is over, the Security Council disbands and government processes return to normal.

If the Security Council is proving ineffective at solving the crisis at hand, or one is convened without any imminent danger, Council can vote to disband it with a supermajority of members. If needed, further impeachment processes can also occur.
