Preamble: Population struggles require changes within our restrictions.
Sec I: Naming
(a) This law shall be known as the MCU, and shall nullify any conflicting clauses which would conflict with the contents of this law within Sec III.
Sec II: Definitions
(a) Ministers are defined as President-appointed individuals given office to fulfill basic Government functions (i.e: Foreign Affairs, Economy, Elections, Census, Documentation, etc)
(b) Council members are defined as individuals elected to serve within the seat of Council, upon proper Elections, officiated by the Election Minister, compliant with all passed laws of Elections.
Sec III: Amendment
(a) Any individual may be both a Minister and a Council Member simultaneously.
Sec IV: Enactment
(a) This law shall come into effect immediately, and nullifies all conflicting clauses
