Basic Public Necessities Regulation Act

Preamble
Recognizing the importance of public comfort, accessibility, and sanitation in urban communities, and acknowledging that travel within cities is conducted primarily by foot, and public transit, this act hereby establishes minimum standards for public amenities.
Section 1 - Sidewalks
All urban roads, excluding highways and other limited access roads shall be provided with sidewalks suitable for pedestrian use. Sidewalks shall be maintained in a safe and passable condition.
Section 2 - Public Benches
Urban roads shall provide a minimum of 10 public benches per mile of roadway (a mile is not explicitly defined here, it shall follow RP definition of a mile). Additional benches may be installed in areas of significant pedestrian activity, including markets, squares, transit stops, government buildings, and parks.
Section 3 - Public Drinking Fountains
Urban roads shall provide a minimum of 2 public drinking fountains per mile of roadway.
Every public park shall contain at least 1 public drinking fountain accessible to visitors.
Section 4 - Administration and Maintenance
All sidewalks, benches, and drinking fountains established under this Act shall be maintained in a safe, sanitary, and functional condition.
The responsibility of their maintenance falls upon the mayors of their respective areas. Until the position of mayor has been established and the duties have been transferred to them or in cases of an area without a mayor, such responsibilities shall fall upon the Governor of the Province.
Section 5 - Applicability
This Act shall apply only within cities, towns, and other urban areas.
The provisions of this Act shall not apply to highways, rural roads, forests or wilderness routes, and any other non-urban areas.
Section 6 - Effectiveness
This Act shall take effect immediately upon passage.
