Section 1: Definitions
Article 1: A "announced break from governmental duties" is to be defined as a break from governmental or otherwise public duties that has been announced by the one taking the break to the SMP, an official server, or both.
Article 2: A "Stand-in representative" shall be defined as a registered citizen whom an official taking a break has selected to hold their duties in their absence.
Section 2: Terms
Article 1: At any time an official may announce an announced break from governmental duties
Article 2: When a announced break from governmental duties occurs:

(1) The official taking the break may select an individual to act as a Stand-in representative, simply leave their post unattended, or resign.

(2) If a Stand-in representative is selected they must:

Normally be able to hold that position. (Not limited by other positions they hold nor term limits)

Be an unbanned registered citizen.

(3) During their announced absence (to the limit of what their term or period of holding that role would normally be) the Stand-in representative shall have the same powers and duties of the absent official and shall act on their behalf. Any legislation or rules surrounding a position may be carried out as-if the Stand-in representative was in that position.

(4) At the end of the period the absent official states they will taking a break for, or if the absent official returns early, the Stand-in representative shall loose all rights that were granted to them due to that role.

(5) If the absent official announced it properly, and had selected a Stand-in representative they shan't be liable for any breaches of the law or lack in duties due to the Stand-in representative's performance.

(6) A Stand-in representative must accept to be a Stand-in representative and cannot be forced to do so.

(7) If the absent official's position is that of a council member, they shan't be eligible for a Stand-in representative and instead shall simply be considered abstained for the duration of their break.

(8) If the absent official's position is that of a justice, they shan't be eligible for a stand-in representative and instead shall not be counted in any judicial vote, and any cases shall be covered by other justices.

(9) If the absent official's position is that of a president, they shall be ineligible for a stand-in representative and the Vice-President shall instead hold their duties for the duration of the break.

(a) If the absent official's position is that of a vice-president, they shall be ineligible for a stand-in representative and the President shall instead hold their duties for the duration of the break.

(b) If both the Vice-President and President are absent at the same time the chain of succession shall be followed until someone who is not absent is found who can temporarily hold the power of both, and that person shall hold the power of both for the duration of their absences.

Article 3: Council may vote in a simple majority to temporarily stop all powers of a stand-in representative for a removal referendum. With a maximum of doing so for the same official once a week. Following such a public referendum shall take place, if the referendum exceeds a 1/2 majority & more than half of registered non-banned citizens vote to do so, the stand-in representative shall be removed from their position and be restricted from being a stand-in again for 1 month. If they are removed the absent official may choose to either return, select another stand-in representative, or ask that council select an citizen to temporarily hold their powers until they return from their absence. If the Absent official doesn't choose within 48 hours of the previous stand-in being removed council may choose to start a motion to select a new stand-in for them without prior consent from the absent official.
Section 3: Enactment
Article 1: This is to immediately amend the constitution.
