Article I: If there are fewer people running for Council than there are Council seats up for an election by the time the election form is posted, then the number of seats in Council up for election shall be reduced to the highest odd number which is less than the number of people running for Council.
Article II: This is a constitutional amendment.
Article III: This amendment shall go into effect as soon as it is passed.
