Census Minister’s Plea Amendments
Key Definitions
These definitions only apply for the duration of this bill.
Citizen — A Citizen is defined as Any human teenager, 13 years or older, who is a member of r/TeenGovernment or the related official Discord. To be a citizen you must be a member of r/TeenGovernment, unless you have been banned or removed from Reddit, this is a requirement. This is a base for the other definitions, with the other ones being explanations of the modifiers.
Unregistered Person — Any human teenager, 13 years or older, who is a member of r/TeenGovernment or the related official Discord, who does not possess a valid Citizen ID.
Senior Citizen — Someone who is a citizen of TeenGovernment older than 19 years.
Population — The number of Citizens.
Census Minister — The person in charge of the Census Ministry and all things relating to the census.
Census — The mandatory document used to verify citizens, record demographics, and to make nice graphs.
Census Response Period — The period of time, the 5th till the 19th of every month, when the census period of that time is accepting answers.
Census Period — The period of time each month when a particular census is relevant.
Voter Fraud — The act of lying or fabricating who you are in an official poll, census, or election to gain personal benefit, to achieve a goal, or to conduct an intentional mistake to play out a joke.
Typo — A typo is defined as an obvious mistake or a clerical error.
Article I: Duties of the Census Minister
Section I: Census Reminders
The Census Minister shall be required to post notices on the opening of a census response period, the closing of a census response period, calls to complete the census, and the results of a census.
If these notices are not posted within a week of when the event is scheduled to take place, the Minister is to be shamed and be given a strike, if the Minister gains a total of three strikes all within a period of one month they shall be impeached.

  • This punishment does not apply if the Census Minister is on break or has encountered an emergency that trumps the duties of TeenGovernment (ie. Family, Friends, or Injury).

  • Census reminders posted within less or equal to 72 hours of each other may not be counted to fill the requirement for the amount of reminder posts.

  • A link or diagram of all needed results (see below) to the census results must be included in the post detailing the census results.

Calls to complete the census are required to be posted at least once a week during the census response period and failure to do so during a week shall be needed to shame.
Moderators of both the r/TeenGovernment subreddit and the related official Discord must pin the listed posts, and on Discord post them in #announcements and ping the role containing the most people. The Census Minister will need to tell the Moderators to pin them.
Section II: Recording and Assigning Citizen IDs
The Census Minister shall be chief in charge of assigning Citizen IDs and recording them in a spreadsheet. The Citizen ID shall be tied to a specific Reddit and/or Discord account for verification.
Section III: Political Affiliation Recording
The Census Minister shall be responsible for recording the number of parties and their respective member counts. They will also be required to confer with an ARPD admin to update the ARPD in accordance with the relevant party information.
Article II: Census Form
Section I: Who May Respond
Any citizen (including prisoners) may respond to the census as long as they have a valid Citizen ID. However if you fit into one of the following categories you must answer if any are applicable to you.
  • Prisoner

  • Who are unable to respond to the political affiliation question.

  • Senior Citizen

  • Citizen

  • Government Employee

Section II: When You May Respond
The Census opens to responses on the 5th of every month and closes to responses on the 19th of every month.
Section III: Questions on the Census
Subsection I: Questions Required to be Answered
The following questions on the census form will be required to be answered by any participant of the census.
  • Are you a Prisoner, Senior Citizen, Regular Citizen, or Government Employee?

  • What is your Citizen ID?

  • If applicable, what is your Discord username associated with TeenGovernment?

  • If applicable, what is your Reddit username associated with TeenGovernment?

  • What is your party allegiance, or are you independent?

Subsection II: Question Optional to be Answered
The following questions on the census form will be optional to be answered by any participant of the census and are used for optional parts of this community.
  • What province of TG do you have a residence in?

  • People can answer as Nomadic but such an answer prevents them from participating in any regional politics.

  • What town do you live in, in said province?

  • People can answer as rural, but a rough location of their residence is required.

  • Are you employed in any TeenGovernment company?

  • Are you a member of the official TeenGovernment Discord server?

  • Options to answer this question shall be Yes, No, I would like to.

  • People who answer “I would like to” are to be invited by the available officials. In accordance with the Responsibilities Amendment.

Subsection III: Past Questions
Any questions not mentioned in this piece of legislation shall be removed from the Census.
Subsection IIII: Future Questions
Any future questions may be added to the census as long as they pass the approval of the council and legislation on the proposed questions details whether it be required to answer.
Section IIII: Changing Answers
One may change any answer of theirs on the census by reaching out to the Census Minister if some information of theirs becomes outdated or if the form was filled out improperly and vice versa the Census may update answers if given consent by the respondent.
Section V: Census Results
The Census Minister shall be required to post the results of the census on the 20th of every month.
The results must include the following data to display in TeenGovernment demographics. However invalid responses are not to be included in the results.
  • A pie chart of the status of each respondent (ie, prisoner or government employee).

  • A pie chart and list of party allegiances, to allow for the updating of the ARPD and roles on the official Discord server.

  • A pie chart of the residents of each province, as well as a list to be kept separate from the public listing the members of each province (excluding Citizen IDs), which is only to be shared with the governors of each province respectfully.

  • A pie chart of the employment status of TeenGovernment citizens.

If any Census Minister is found tampering with the results of the Census in any of the following ways, they shall immediately be impeached and shamed to the ultimate degree, for tampering with the truth is an ungodly abomination.
  • Changing a respondent's answers without consent.

  • Falsifying the existence of people to gain benefit or further a personal goal.

(Removing improper census submissions shan’t be considered tampering with the census results. Although they will be required to ask the answerer to resubmit a proper census submission, unless they are ineligible to do the census for any reason.)
Article III, Citizen IDs and People
Section I: Validity, Citizenship, Registration, and Use
Citizen IDs may be obtained by any of the following paths.
  • Requesting that the Census Minister, whether through direct message or public request, to give the requester an ID.

  • A redistribution of IDs conducted by the Census Minister after an instance of voter fraud.

  • If the person seeking to have an ID previously had the predecessor of IDs, a voter code.

If a person ever needs a Citizen ID, requires a new one due to fraud, has previously had a voter code, or to be reminded of their ID they may request or be given one from the Census Minister, Referendum Minister, or Election Minister.

  • The Census Minister can be the only person who can determine new Citizen IDs, the other issuing ministers simply request the Census Minister to give one to said Member or the Minister who submitted the request.

Upon obtaining a Citizen ID it is valid as long as you fill out each of the monthly censuses. All that is needed to revalidate a Citizen ID is for it to be used to fill out a census by the same account again. Citizen IDs are only to be used on elections, referendums, and censuses, nothing else unless future legislation permits it.
Filling out the census shall no longer be a prerequisite to being a registered citizen but rather shall now be having a valid Citizen ID. Having a valid Citizen ID allows you to vote, run for office, and entitles you to the rights granted in the TeenGovernment Constitution and rights previously granted by filling out the census. Unregistered Persons are not entitled to nor possess the rights granted to Citizens in the Constitution or any bills in effect.
Government officials who are considered an Unregistered Person are to be immediately impeached, excluding if they are on a break in accordance with the Simplistic Announced Breaks amendment.
Prisoners possessing an ID does not allow them to vote in a referendum or election
The validity of Citizen IDs are updated by the Census Minister as responses to the Census come in.
Section II: Citizen ID Workings
Citizen IDs are made up of a 6 digit numerical code. These codes are to be organized into a spreadsheet for easy access for allowed persons. Only the Census Minister or the acting replacement for any of the aforementioned positions may edit the spreadsheet. Only the Census Minister, Election Minister, ARPD Admin, Referendum Minister, Ombudsman (when necessary to an investigation), or any acting replacements for these positions may access the Citizen IDs.
The IDs issued in THAC and ones issued in preparation of THAC are to remain in effect and to be considered valid.
Section III: Updating the Associated Accounts
If a citizen’s main Reddit account is banned off of the Reddit platform or is unable to acess, they may register a different account to use on r/TeenGovernment as their new main account. However the change in the main account used must be clearly communicated with the Census Minister so they may update the relevant Citizen ID.
Article IIII: Handling Typos
Any typo discovered in the Census or Citizen ID sheets shall not invalidate the easily interpreted intended meaning.
If a typo is discovered that was created by the Census Minister it may be immediately corrected. If a typo is discovered that was created by a respondent it may only be corrected with the consent of the respondent, excluding common sense errors such as a capitalization mistake.
If it is discovered that the related official didn’t ask for consent, said official shall immediately be impeached.
Article V, Conflicting Legislation and Enactment
Section I: Nullifying Conflicting Legislation
The Census Assistant Position is to be kept removed.
Any legislation, or clauses of any legislation, that directly conflicts with the dealings of this bill will be rendered void of being an enforceable law. No previously passed legislation shall be seen to repeal, overturn, or overrule this legislation.
Any legislation previously being dependent on Voter Codes, Citizen IDs, the Census Ministry, or the Census shall furthermore be dependent on the replacements outlined in this piece of legislation.
This piece of legislation seeks to explicitly keep the following legislation repealed to allow for the full implementation of this bill’s contents.
  • Census and Citizen ID Amendments by Ptoke8ARock

Section II: Enactment
This piece of legislation shall immediately amend the constitution immediately upon passing the council’s vote. All items detailed in this document shall be required to be enforced by the opening of the August Census or August 5th.
