Basically makes it so you are given a "grace period" to do things that would be illegal if you don't take action immediately bc "immediately take action" is used everywhere and is an incredibly terrible idea when people can't exactly be able to respond and do things 24/7/365.
Section 1: Definitions
(NIL: See footer of bill for explanations of crime classes neatly in an informal manner)
Article 1: A class 0 crime is one that cannot be classified cleanly into a class other than class 0. (NIL: Catch-all)
Article 2: A class 1 crime is one that both civil and RP. (e.g. Breach of contract)
Article 3: A class 2 crime is one which is both criminal and RP. (e.g. Money laundering, bribing an official)
Article 4: A class 3 crime is one which is both civil and real. (e.g. PP act)
Article 5: A class 4 crime is one which is both criminal and real. (e.g. Mod abuse)
Article 6: A "real" crime is one which affects real mechanisms outside of RP. Including but not limited to: moderation of platforms, posts/posting, etc.
Section 2: Terms
Article 1: The definitions of crime classes are to be interpreted by the courts &/ or moderators.
Article 2: The terms set upon in this section shall retroactively affect all crimes established in the past and will continue to affect new crimes established unless explicitly voided or and exception created.
Article 3: No action requiring action of a citizen that would otherwise be a class 1, 2, or 3 crime if no action is taken shall be a crime for a minimum period of 48 hours, with moderators, prosecutors, or the ones to which the citizen would otherwise be compelled to respond to additionally having the discretion to not make such a crime for a further reasonable period as determined by the courts, unless exigent circumstances occur and/or it is clear the citizen in breach is intentionally not complying.
Article 3: No action requiring action of a citizen that would otherwise be a class 4 or 0 crime if no action is taken shall be a crime for a minimum period of 24 hours, with moderators, prosecutors, or the ones to which the citizen would otherwise be compelled to respond to additionally having the discretion to not make such a crime for a further reasonable period as determined by the courts, unless exigent circumstances occur and/or it is clear the citizen in breach is intentionally not complying. (NIL: Not really function ATP, since I can't think of something that'd fall into this categorization, but good to have anyways)
Section 3: Enactment
Article 1: This is to immediately amend the constitution upon passing.

Crimes split are into 4 primary classes (+ an additional class 0 which is a catch-all for other crimes) (with each higher number being a more severe crime):

RP = Completely within the simulation

Real = Actually relates to a real non-rp action

So:

RP civil, e.g. Breach of contract

RP Criminal e.g. Like money laundering or tax avoidance or such

Real civil e.g. Privacy protection subsection breach

Real criminal e.g. Mod abuse, breaching the TOS of a platform on which TG does things, etc.
