ADDING that anyone can contribute to the HRB before its passage in the Council by posting a post with the flair “Proposition for Council” and whose title starts with “HRB amendment proposition:”. as more parties form and split the people apart, what we really need right now are some government or community led events. things that fuel our innate competitive nature while still staying on good terms with our neighbors. therefore, i propose we have community game-nights. whether they’re led and hosted by regular civilians or by a member of the council (or perhaps a new position in the government is made for it), they will be a helpful tool in holding our community together even when our politics split us apart. contests could also be pretty important and serve as another way for non-government employees to make choices that affect us. flag, motto, and currency deciding, hell even creating an anthem for us. all of these things allow the creatives in here to shine and be acknowledged and appreciated for their work. a nation without art or culture is a failing nation. tldr: a bill that mandates occasional game nights (by whatever means you choose; this does not mean mandatory participation, just that its a thing) and allowing the people to choose our flag, motto, and other important art.

Purpose of This Act The purpose of this act is to establish a clear and organized system for how Citizens may bring forward ideas and take part in community decisions. This section introduces the scope and intention before defining the terms and steps used in the process. Section 2. Definitions Citizen: Any Reddit account older than 30 days and active in the subreddit, defined as commenting at least once per week. Moderator Role Moderators may not vote, create petitions, or take part in political processes. Moderators stay neutral and may delete petitions that violate Reddit TOS, are impossible to execute, or are not serious/community-focused. Petition: A Citizen-led proposal created only after a council suggestion has been ignored or declined. Council Suggestion: A formal proposal submitted to the council. Section 3. Scope of Petitions and Laws Petitions: Citizen-led suggestions for community decisions, including overriding ignored or rejected council suggestions after 14 days. Existing Laws and Pinning Rules: Petitions cannot conflict with existing laws and may propose deletion. Deleted laws cannot be recreated by the council for 30 days. Petitions must wait 7 days before pinning if they reach 20% support. These related rules are combined here to keep the structure simple. Section 4. Council Suggestion and Petition Process Any Citizen may create a council suggestion. A petition may be created 14 days after a suggestion if the council declines it, does not respond, or marks it “In Progress” but does not complete it within the 14-day extension. While punishment for such a crime is up to the acting president, courts(If applicable), and congress to determine such a breach often causes timeout or prohibition from voting in elections, or even banning in severe cases. §#.2.2 Select allowance of AI assisted content (i) AI assisted content is generally allowed. However certain restrictions apply. (ii) Such assisted content must be used for reference, satire, or comment or otherwise not use directly generated text. Assistance is allowed. Section 1: The creation of a discord server used by the population of r/teengovernment, primarily for creating and spreading various forms of media better suited for off Reddit, consisting of, but not limited to; books, magazines, television shows, or commercials. This will not only boost drive for creation, but also provide a space for world building, like fictional companies Section 2: A dedicated section within the Discord server operated by news networks based around the subreddit. This will act as a second area for news already on r/Teenews, a ground of discussion, as well as the opportunity for independent journalists to gain popularity. Section 3: Each election, there will be party leaders debate hosted by aforementioned news networks/journalists. The rules of the debate, and rules of participating in the debate itself shall be defined by the host of the debate. This will provide a new, proper way for parties to get their messages out there. Section 4: If this act is passed by the Council, the responsibility for the creation of this discord server will be given to a special committee, members chosen by the current President.

This is the second William paper. What does it mean to be toxic? Oxford languages defines the adjective toxic as “harmful or dangerous to health or life when taken into the body; poisonous.” Personally, I’d define toxicity as disdain toward another force. Toxicity, at its core, is free speech! So why can’t you express it? Why can’t you express free speech? Toxicity isn’t hate-it’s disdain! Hate and toxicity are two completely different things. For example, let’s look at John and Henry. John posts on r/SecretFemboys saying; “ALL HAIL THE MAN I CANT MENTION OR ILL GET FLAGGED”. However, Henry posts on the same subreddit talking to a moderator who made fun of his polka-dot spotted skirt. Henry replies; “Shut up”. They both get banned. John deserved the ban, but Henry didn’t. How does this make sense? What I propose: a new article (section 1). The right to Toxicity. People deserve to be mean, not hateful. The Editing of Rule 1 Edited Rule 1: no citizen may spit hate speech, including racism, sexism, homophobia, transphobia, anti-semitism, nor spew hate toward any group. Article XVIII (18): The right to be toxic. all citizens, as long as not being hateful, and just spewing an opinion, not hate speech, may be as mean or nice as they’d see fit-and be able to be reprimanded by their colleagues, but not moderators. If this citizen does break a rule however, they still break a rule. Article XIX (19): The right to toxicity against citizens of power citizens of power, such as moderators, presidents, council members, or any of the sort as seen fit as the president, may not reprimand a citizen for speaking out against themselves or their colleagues.

As everyone knows, parties have been getting rather aggressive with their attempts at disbanding others, and this needs to stop, and so I propose a bill to be voted on, these are the main points of this bill, as well as limiting free speech that could be harmful to others. 1: saying threating, racist, sexist, homophobic, and other derogatory terms or direct sayings that can be said are meant to hurt someone’s mental, emotional, or physical wellbeing will be banned, as many may say this could mean many things, the judicial branch could create a separate court for this, deciding on whether or not the intention of it was meant to harm, and if it was deleted after the time it came under review than this will be an admittance of guilt and will be suspended for however long the judges decide. 2: individuals or members of parties cannot make laws specifically trying to deny the right of existence for another party for their own gain or for personal grudges, this includes making bills that are targeted against specific people as well, for this should be deliberated by the judicial and congress, and whatever decision they come to is what’s shall happen of the person or party involved. 3: Bills must be all encompassing, for example: if a bill was passed that prevented extremes, it couldn’t be just far right or left or centrist, it must be all of them. So if a bill is passed or even deliberated upon, it must be understood that it must affect everything that could be labeled under what the bill was trying to affect. 4: if it is apparent that one party has become belligerent towards all others(does not affect single wars between parties), and isn’t seeming to be deleted despite many attempts, then citizens may start making bills to try and stop them. Recently there have been a slew of new laws proposed and passed in council. I think that it’s good that we’ve been establishing new rules and creating order, but I keep noticing the same issue appearing in all of these laws. Namely, the lack of a regulating body to enforce and carry out these laws. Another problem I’ve noticed is that no archive of laws is being made. We have no way of knowing the laws we’ve established other than searching through old posts. This has already presented itself as a problem with the party bills, with due_camel’s bill that was passed by the council being proposed again by someone else. Therefore, in order to create a legitimate enforcement system and solve these issues, I propose the following: Definitions: -Census: as defined in Due_Camel’s party bill passed by the council Article I: A new entity is to be established; the executive cabinet. It will be comprised of ‘departments’ responsible for managing and enforcing laws regarding a specific subject assigned to individual departments. Article II: Departments will be comprised of ‘ministers’ who are assigned specific duties. Citizens will be nominated for a position in the Cabinet by the president-elect and will be appointed after being confirmed by the council in a 5/7 majority vote. No citizen may be nominated while holding another governmental office, nor may they be nominated for more than one ministerial position. After confirmation by the council, they will serve until the next cabinet is nominated and confirmed. Should the council deem a minister unfit in their duties via a 5/7 majority vote, they will be impeached and any staff appointed by their authority will be removed. The president must then nominate another citizen to take their place. Article III: A new department is to be established: the Department of Public Affairs. Article 3: If the Minister of Communication is thought to be deficient or defective, the council may impeach them and with a 4/7 vote and work in tandem with the president to appoint a new minister. Article 4: After the council has made a decision on a bill, the minister has 24 hours to make a post clearly communicating how and why the bill was either vetoed, rejected, or passed. If the minister fails to report to the people on the decisions of council, a vote is opened up to the council on whether or not the minister is to be impeached. I believe if this bill is passed then we, the people, will be able to be more in touch with the council and its decisions, thus better informing this nations citizens. be held within 2 days of the proposal being proposed
require a 75% majority "yes" to pass
The Council can object to this special election through a 4/7 council vote (this can be overturned by regular presidential vetoes and subject to same veto rules/overturns)
The Council may also reject this bill if it passes through a 6/7 council vote (still subject to presidential vetoes and veto rules/overturns)

The council shall be the legislative branch of [r/TeenGovernment](https://www.reddit.com/r/TeenGovernment/). It shall pass laws, acts, bills, motions and constitutional amendments. Its power comes from the people. This section defines what this council is (precisely).
* Article I \- The council shall be elected every by the members of the subreddit, every one month, election seasons starting on the 20th and ending on the 27th with a 72 hour voting period. To be eligible to run, a candidate must comply with the definition of "citizen" in Section 6 Article I and must have not served greater than three consecutive terms in council.
* Article II \- The council shall be initially composed of 9 members at the next election after ratification. The council size shall be manually updated accordingly with the subreddit size as determined by the census (this is intentionally left open to interpretation). The council size shall be no less than 5, and no more than 10% of all the sub members. (From the count of the SMP)
* Article III \- The council may pass different kinds of texts. These texts are:
* laws, bills, or acts, which are regular laws, that can be passed by a 50%+1 vote,

If there is a tie on a bill while the quorum is reached or if a text was supposed to be voted on in a session where the quorum was not reached, its vote is reported to the next session.
* Article V \- The Minister of the Press will be designated “Speaker". They may announce which text is currently being voted on and show the general public screenshots of council texts. If a council member becomes president, they shall lose their council membership.
* Article VI \- A council member loses membership in case they become president, commits a criminal offence or a political crime or resigns.
* Article VII: Council members may not hold governmental positions in another subreddit. This is considered treason. Council Members that held office before the January 2026 election will be grandfathered in, but cannot run in the 2026 election.
**Section III: of the president**
The president shall be the highest representant of [r/TeenGovernment](https://www.reddit.com/r/TeenGovernment/) both internally and outside. They shall be elected by ranked choice voting (RCV) This section defines their exact powers and duties.
* Article I \- The president shall be elected by the members of the subreddit, at the same time as council members except terms will be one month. The presidential term starts one day after elections and ends as soon as their term begins. No one shall serve 4 consecutive terms and/or more than 6 presidential terms. Only citizens can become president. The president is elected by ranked choice popular vote. There are no requirements to run.
* Article II \- The president is required to publicly veto any bill to cause a veto. President veto is ignored for a case of a supermajority vote in the council (which systematically applies for constitutional amendments). Vetos must occur within one week after a bill passes. Council can override a veto with a 60% vote.
* Article III \- The president is responsible for defending the subreddit. In case of crisis such as brigading, the council can pass a simple-majority motion giving mod powers to the president. These powers should be automatically removed after 72 hours, unless the crisis ends or the council passes a second motion, extending mod powers to 96 more hours, for a maximum total of 144 hours or 7 days. If the president or the council declares that the crisis has ended, mods' powers should be removed from the president.
* Article IV \- The president is NOT immune from the law.If the president is found guilty of any serious criminal offence (such as murder) or political crime (such as bribery), they are automatically removed from office.
* Article V \- The council may pass a motion of no-confidence against the president. If exactly 2/3 or more members of the council vote no-confidence, the president is removed from the office.
* Article VI \- If the president is permanently or temporarily unable to hold the office due to impeachment, culpability of a serious criminal offence or political crime, death, resignation (temporary or permanent) or sickness, an interim president takes its place until the next regular presidential election. The order of succession for the office is the following:
1. A person designed by the president at the start of their term and approved by a simple majority vote in the Council (only applies for death, resignation or sickness),
2. An interim president elected by the council
3. An executive council managed by the council (if the council is unable to manage the executive council, the Supreme court shall take its place)
4. An interim president elected in an emergency election
If the president is once again able to hold the office before the end of their term or that presidential elections happened, the interim president has to give up their power. The president cannot return through this means if impeached.
* Article VII: The president also gains the authority to pass or overrule legislation during emergency states, but cannot change their own powers, the constitution, or the rules of the server. Council can strike down the president’s decision in a 50% \+1 vote.
* Article VIII: Ranked choice voting will work the same way it does in New York City.
* Article IX: The president may not hold a governmental position in another sub. This is considered treason.
**Section IV: Of the Court**
The Court shall be the final decider on what happens if someone or something breaks the law or what should happen if the laws are not clear. It also protects the constitution and shall stop what is against the constitution. This section defines the powers and duties of the court.
* Article I \- The court shall be constituted of 5 elected judges. Judicial elections shall happen every other month on the last Saturday of the month from 00:00 GMT to 23:59 GMT.
* Article II \- There are 4 types of judiciary case,
1. Ban appeals: if a user is banned from the subreddit for 72 hours (3 days) or more, they can appeal to the supreme court if said user considers their sentence is not justified or more than what is needed. The moderator who banned said user (s) can explain themselves during the trial.
2. Lawsuits: if a user ever practices unlawful actions related to the subreddit, a witness or a victim can file a lawsuit against said user. The court will first vote if the defendant is innocent or not. If the defendant is found guilty, the court shall agree on the sentence of the culprit.
3. Constitutional clarifications: If a user finds the constitution too vague or finds an action taken by moderators, council, and/or the president unconstitutional, they can bring it to the supreme court. Any action deemed unconstitutional by the court should be reverted.
4. Law challenges. All citizens can challenge laws. This will be treated in the same way a lawsuit will, with the bill’s writer as the defendant
* Article III \- A court session lasts 36 hours. The first 24 hours are for debate between all involved parties, and the last 12 for voting. Multiple sessions can happen at once. Except for the final decision, cases of constitutional clarifications, or for incidents which could themselves start a lawsuit, everything which happens during a session is confidential, and no one shall reveal the details of the session except in aforementioned cases.
* Article IV \- Justices may hold membership in a party, but cannot hold any other office
* Article V \- If any judge is found to have practised illegal activities such as murder, corruption or breaking the duty of neutrality, they can be tried. In such a trial, they can't be part of the jury. If a court justice is found guilty of a political crime or serious criminal offence, they shall be removed from office.
* Article VI \- If a justice is removed from function, resigns from the office or dies, the remaining justices can decide to call for an election or not. If exactly or less than two thirds of the number of seats in the court are filled, an election must happen within 24 hours to fill the empty seats.
* Article VII \- Votes in the court are by simple majority. In case of a tie due to a missing or impeached judge, the debate and vote process restarts as soon as another judge joins the case or after the next (regular or special) judiciary election.

**Section V: of the moderation**
The moderation shall be preventing unlawful posts and comments on the subreddit. It has a duty of neutrality regarding this power.
* Article I \- New moderators are chosen amongst redditors by the moderation team. They do not need to hold elections, but they are allowed to do so
* Article II \- Moderators have the powers to remove unlawful posts and comments. Additional powers can be granted by an Admin. They also have the same rights as any other member, except when these rights contradict with their duty.
* Article III \- Moderators do not have a duty of neutrality in all but enforcement of their duties. Moderators have the right to publicly express their vote but cannot any RP office except in the judicial system. A moderator can resign or get promoted to admin to gain these rights back.
* Article IV \- Admins are special moderators with all rights and all duties. They are the one promoting and demoting moderators and are the one banning members in case of rule violation.
* Article V \- ToS and other rights and duties fully apply to moderators and admin unless stated otherwise in the constitution
* Article VI \- If it's uncovered that a moderator practised unjustified and/or mass ban/post removal,corruption or voluntarily giving rights, roles and/or access to restricted places to someone illegally, they shall be demoted by an admin and banned permanently. The permaban can be appealed in the court. If a moderator is inactive for at least a week without informing the admins of this prolonged absence, the admins have the right to demote the inactive moderator. If the moderation team considers that a moderator doesn't fill their duties correctly but has done nothing problematic enough to deserve a permaban, any moderator can launch a petition to demote a problematic moderator.
**Section VI: of the laws**
The laws shall define the rights, outlaw reprehensible actions, create duties, and set regulations.
* Article I \- A citizen of the subreddit is any unbanned redditor aged IRL between 13 and 19 years old and a member of the subreddit.
* Article II \- Only citizens may participate in the community in any way. With the exception of if the council explicitly allows diplomatic contact.
* Article III \- All laws should be easily accessible, and thus, all laws, amendments and other legal texts must have a clearly flaired reddit post and, optionally, and ideally, a wiki page. The moderation teams of the subreddit and of the wiki are held to not remove any law and/or legal text unless it violates or contradicts the Reddit ToS, the subreddit rules and the constitution. A text of any kind which wasn't passed by the Council and signed by the president may still be kept on the wiki as long as it does not violate wiki and Miraheze guidelines and Terms of Service.
* Article IV \- All posts must be correctly flaired. Moderation discretion applies here. If a post is not properly flaired, the moderation can freely change its flair but not remove it unless it breaks any other rule.
**Section VII: Of the Ministers**
* Article I: An entity is to be established; the executive cabinet. It will comprise “departments” responsible for managing and enforcing laws regarding a specific subject assigned to individual departments.
* Article II: Departments will be comprised of ‘ministers’ who are assigned specific duties. Citizens will be nominated for a position in the Cabinet by the president-elect and will be appointed after being confirmed by the council in a 4/7 majority vote. No citizen may be nominated while holding another governmental office, nor may they be nominated for more than one ministerial position.
* After confirmation by the council, they will serve until the next cabinet is nominated and confirmed. Should the council deem a minister unfit in their duties via a 60% majority vote, they will be impeached and any staff appointed by their authority will be removed. The president must then nominate another citizen to take their place.
* Article III: A department is to be established: the Department of Public Affairs. This department will be responsible for communicating with the general public. Two ministers will oversee the department: The Minister of the Press, responsible for informing citizens of the council’s decisions regarding recent propositions and enforcing transparency laws. There will also be a Minister of the Library, responsible for creating and maintaining a publicly accessible list of all bills passed by the Council.
* Article IV: A department is to be established: the Department of Political Affairs. This department will be responsible for enforcing laws regarding political parties and the government. Three ministers will oversee the department: The Minister of Elections, responsible for overseeing the registration of candidates, creation of the ballot, and determining results. The Minister of the Census, responsible for determining the count of each party's membership, as defined in Section 8\. There will also be The Minister of Political Regulation, responsible for enforcing any laws concerning political parties and coalitions.
Article V: Should a minister find their duties too burdensome, they may make a request to the council to expand their department and recruit aid. Should the council approve such a request, the minister may recruit a number of citizens decided by the council. Citizens recruited to aid a department will not be considered ministers.
* Article VI: New departments and ministerial positions will be established in one of two ways: A bill proposing the creation of a new department or ministry passed by the council or the president and council agreeing to split an already existing department or ministerial position’s responsibilities.
**Section VIII: Of the Census, Polls and Petitions**
* Article I: The census is done by the minister of census within a specific census form or voter registration form.
* Article II: The census is for the sole purpose of counting citizens of the subreddit, making sure all parties are above three members, and making sure inactive members and lurkers cannot vote in elections
* Article III: The census will be conducted every two months, starting on March first of 2026\. (This is because we had a mock census using a voter registration form)
* Article IV: only people who are counted in the census can vote, run for office, or make propositions to council
* Article V: If a map is ever installed, registering to be a citizen of a town or city will count as participation in the census
**Section IX: On chats and platforms outside of the Sub’s Main Page (SMP)**
* Article I: no chat outside of the SMP may go unmoderated
* Article II: Banned players may participate in chats but may not moderate them (previous chats will not be grandfathered in)
* Article III: All subreddit rules and the constitution apply to out-of SMP chats (Like discord or reddit group chats)
* Article IV: If a banned player actively moderates a platform outside of the SMP, they are subjected to the decisions of moderators, the president, and council. They are permitted to use moderator powers, otherwise known as host powers, to ban people from the chat with an order from the president. If they refuse the orders of the president, whether that be to ban one from the chat without presidential permission, or refuse to ban someone who the president has ordered to ban, is subject to the decisions of moderators, the president, and council.
* Article V: The actions on chat or platform outside of the SMP can lead to bans on r/TeenGovernment
* Article VI: If the leader of a chat or platform outside of the SMP is found to be supporting these actions or harboring violators of any sub rule or law, they will be permabanned as long as they knew the participant was in violation of the rule.
* Article VII: Partisan and Anti-Partisan chats and platforms outside of the SMP are allowed but must have unbiased moderators.
**Section X: Of the Parties**
* Article I: A party may not have a population of over 35% of the sub’s total population. Parties that exceed this limit must appeal to court or remove members. Parties founded on or before the nineteenth of January 2026 are grandfathered in.
* Article II: Each party must have at least three registered members.
* Article III: Two or more parties may form a coalition. Coalitions may not contain more than 50% of the sub’s population. Coalitions founded on or before the nineteenth of January 2026 are grandfathered in.
* Article IV: Two or more parties may merge, so long as they follow Article I. All party leaders involved must formally agree to the merger.
**Section XI: Usage of alt accounts**
* Article I: Users may not register to vote using an alt account. This is considered voter fraud, and is punishable by a permaban.
* Article II: Users must alert a mod or the President when their alt account is in use.
* Article III: Users may not participate in the census using their alt account.
**Section XII: The banning of a user**
* Article I: Users may be banned for the following reasons, *not limited to:* Unconstitutional use of alt accounts, spying, bigotry and hate speech, treason, and abuse of mod, council, or presidential powers.
* Article II: Banned users have the right to request a trial, as stated in Section 4\.
* Article III: All rules on the SMP lead to bannable offenses if violated.
**Section XIII: Referendums and more information on polls and petitions**
Article I: A member of council can call for a referendum on a proposal or a repeal, this proposal/repeal cannot be a change in the Constitution, if this proposal gets 60% of the public's support it is law and cannot be repealed by council without either another referendum, a supermajority in council and the president, or a majority in council and a referendum with 50% support. These restrictions on repeal end after an election. (The restrictions are so an opposed council cannot immediately repeal a popular referendum)
* Article II: The minister of elections runs the referendums
* Article III: Only unbanned, registered citizens will be allowed to vote in referendums or polls
* Article V: All referendums must ask for voter ID code
* Article VI: All referendums must be public and all registered citizens must be able to vote on them
* Article VII: Alt accounts cannot participate in a referendum.
**Section XIV: General Reforms and Clarity**

* Article I: All amendments made to the prior constitution are now amendments to this Constitution.
* Article II: In case there is an economy all members of the server will start with 0 units of the currency.
* Article III: The government shall hold the authority to mint currency
* Article IV: If an economy is implemented fines and taxes will be proportional to income
* Article VI: The government shall publicly report all expenses and revenue in the cases an economy is made
* Article VII: The government shall track and publicly report how much currency is in circulation if an economy is made.
**Section XVI: The espionage amendment**
* Article 1: Espionage is legal when spies are registered. All parties can have spies, but only a certain number.
* Article II: The definition of espionage is thus: Being in any platform outside of the SMP that you are not wanted in that you have accessed through an alt, conveying private information from one Outside of-SMP Group to another Outside of-SMP or the SMP if you are there without the consent of the chat owner, using an alt to access a chat where you are not wanted, collecting information for yourself while being in the chat under a main or alt without the chat owner knowing about or supporting your presence in the chat, or using your main account for any of these purposes.
* Article III: Parties may have spies in times of war.

* Article I: Any form of legal council for someone does not have the same obligation to bring evidence of crime to law (as to preserve attorney client privilege)

* Article III: It is illegal to remove evidence of a crime, violations shall be considered a high crime.
Article IV: The Minister of Library shall be merged under the Wiki team as with the wiki team there is minimal clear authority for the minister of Library which would not be filled by the Wiki team, we do not need a position to exist at such a level which has no clear job set out for it.
* Article V: Any council member who is considered to have a clear “Unique personal conflict of interest” on a proposition cannot make a vote which favors their personal conflict of interest, forced to either abstain (which mathematically reduces the total votes needed, for example if two abstain a 2 out of three voting majority passes something, this in parentheses is an explanation of existing law, not a proposal) or vote against their interest. “Unique personal conflict of interest” is defined as a conflict of interest that is not inherent to simply being in council, is not clearly held by over 2 fifths of the population, is not simply due to one's party, and is not held by a majority of the government.
* Article VI: A minister of economics shall be created at the economies release. This minister shall hold authority over the regulation of companies in a similar way to that the minister of political regulations holds. They can also make economic decisions, this is as not everyone in council is a fellow economics nerd and many vote against things they don't understand out of principle, something we should respect. The Minister's decisions on economic policy are able to be overridden by council, and the minister cannot overrule decisions by council, including economic directives for them to carry out. These economic decisions shall initially be taxes and spending, but by majority vote they can be given new authorities. Council can give a broad set of economic principles to be followed if they choose, though if a clear economic crisis occurs said principles can be suspended until council can give new directives.
* Article VII: If there is a time where a position has no minister, possibly through resignation, the president can take on authorities of that position until a new minister is appointed. Well, as of this bill’s passing, it would be illegal to change your vote in elections unless your ballot was filled out incorrectly (e.g. not putting voter code). If an election changes (e.g. a candidate drops out of the race), a voter can change their vote ONLY if one or more of their previous choices were affected by it (let’s say username votes candidate 1, 2, and 3, but then candidate 2 drops out of the race, username can change their vote to candidate 4) and the only choice or choices they can change is the one affected by the change in the election. This has been demonstrated by the low voter turnout.
To address this issue, I propose that our government enact as follows:
That when a new user joins the subreddit, they get an automatic message via modmail, which provides essential information on the subreddit, its structure and governance, as well as their constitutional rights and responsibilities. The modmail will include a link to the ARPD website, in order to access information about specifics like laws and individual citizens.

There is also risk of injury, which by the owner of a facilities investment into some improvements it can be reduced. When injured one cannot work. There is also illness, by working with or shopping near someone ill one can become ill. Each disease has it's own effects. Healthcare can help remedy many of these debuffs, and reduce disease risk. People can create corporations, which work economicly similar to people, they can own anything people can, buy, sell, and hire. Differences are that they can be owned by multiple people, and can have their rights be different from people, of course dependent on the laws by the government. Unions should also be able to be made, dependent on government laws, to be a body which can negotiate on the behalf of the workers, and call strikes in which labor is stopped. There should also be management, to hire people for a facility they need management, while the owners could manage one they cannot do multiple. After a certain number of managers eventually a separate manager to manage managers would be needed, as scale increases there will be more layers. To make a change it must go from the top through all of management to reach the facilities. Also one can set routines so they can continue to work, run a business, and sustain themselves when they are away. Also there should be a tech tree by using labor one can do research on the tech tree, though special equipment is needed for some. Once someone unlocks something it is unlocked for everyone. But depending on patent laws the inventing person or company has full rights for a time and may sell or lease out these rights. perhaps the starting tech tree at the time in further vote 3. Also as one does a type of labor they level up that skill becoming more productive and using less labor to do the same work. There should also be education, making one more productive and becoming able to do certain research requires some types of education. Certain advanced jobs asides research may also require certain education. Education can be administered by the government or private institutions. The government can, if it so chooses, create SOE's (STATE OWNED ENTITIES) which can do anything a private company can do, including research, but is owned by the government. Should the economy be purely player run or should “bots” exist (mathematical players, not gen ai) 2. As record-keeping, registration, voter fraud, alt accounts and elections are all putting the sub in chaos due to no easy system to follow, (The February Voter Crisis) we, MinecraftGuy7401 and Heavy_Stomach_7633 (Sean), propose that a new independent Registration and Elections Committee (REC) be created to handle the following:
Keeping records of all users on the subreddit as per the monthly census,
Making sure every eligible voter is registered as soon as possible after they join,
Holding the official responsibility of counting all votes come election time, and actively posting live results,
3A. The REC will do this in two separate spreadsheets, one public, one private. After they get the vote, they will write it on the private spreadsheet with all the info, and then copy and paste it WITHOUT the username and voter code, to the public spreadsheet,
4. Monitoring the official records in order to clamp down on fraud and subvert any usage of alt accounts or any other illegal act that could wrongly influence voting, within the committee’s jurisdiction in order to maintain order,
5. Notifying any registered voters who have not voted at a certain point before polls close with a reminder to vote in any reliable manner (dms, Discord, comments, etc.) to ensure maximum voter turnout.
The Chief of this independent committee shall be chosen by resolution of the Council, passed by a simple majority (5/9) and it is the Chief’s responsibility to select other members using a fair and merit-based application process, similar to a job application.

So recently, I noticed that some think the sub's "population" is the number of people who have joined the subreddit (clicked the join button), while some think it is those who have filled out the census.
A lot of the people who have pressed join most likely have forgotten about the sub already, have aged out, are alt accounts, or simply clicked the button on accident.
I also noticed that if you follow the first definition, it makes bills like the Petition Act or Section 10 Article 1 and 3 of the Constitution essentially useless, as those couple hundred non active accounts will NOT sign petitions, nor join parties/make coalitions. Making the percentages required for these to become impossible to fill.
Following the Merriam-Webster dictionary definition of census, it is an official survey/count of the population.

Basic anti-trust act Preface: This proposal is not meant to be the full breadth of my economic beliefs, but rather a baseline proposal to avoid monopolies in the labor and consumer markets, something that is perhaps the most barebones anti trust policy can be. Do not take this personally if you worry you're company could be in violation of this than consider dividing up or wait to see if competition emerges, you have yet to spend money on these projects anyways, this is not a punitive system, any assets lost would be compensated, and much cannot yet be enforced without currency to buy these companies. I reiterate this is the most basic and barebones foundation for anti-trust, it can be expanded as needed, and should not be considered a personal slight if this happens to go against your economic interests, this was to occur sooner or later so it's better these ground rules are made early so they can be abided by long before the economy is off the ground. Article I: If an economic entity, person, or coordinated roup of people, are found to clearly have the economic leverage to exert undue manipulation on the prices of labor or goods that they sell in the market and/or are of operation, they shall be divided in a way percribed by the courts with the tools in article II. Article II: There are various ways that monopolies can be delt with, one can divide an economic entity into multiple new ones and have them auctioned off or sold to an interested buyer (the proceeds going to the owner), they can also instead of going to auction for a single buyer have the sold stocks go onto the public trading, and optionally let the owner keep a share which would limit the previously held influence, these tools, and others like it as deemed reasonable by the courts, can be used as needed when engaging in anti-trust. Article III: If it is clear an entity cannot be divided due to not functioning in a divided form, being a one person service operation, or any other such reason they will be exempt, if a company can be considered a "Natural monopoly" which means they would have dramatically reduced service at a smaller scale, such as a utility company, they can also continue but are expected to have either stringent regulations attached or to be nationalized into being an SOE, at the legislatives standard bill decision processes discretion. Article IV: This enforcement can be handled by standard prosecution methods unless a minister like the minister of political regulations is created for corporations in which this power will be transferred to them. It has been tried to do twice in the previous weeks, however there has been one major problem no one in council really liked. And that was the VP’s power to vote in council, and have their vote have more weight (would be the deciding factor in case of a tie). So, this act aims to fix that, removing the issue once and for all. I give you, folks, the Amended Amended Vice President Act! (if it is one, it will be labeled as an amendment) Article I: Every election season, all presidential candidates will choose a running mate, and if the candidate wins, that running mate will become their Vice President. Article II: The Vice President will have two purposes. For the President, in the case of death, resignation, impeachment, disease, or anything that pops up that makes the president unable to serve, whether that be temporarily or permanently, the Vice President will act as President, choose their own Vice President, and so on. However, if the original Vice President is also unable to serve, the list of succession would go as described in Article VI, Section III of the Constitution. The second purpose is to help advise the President if they are split on an issue or simply want a second opinion. Article III: If the President does not like their Vice President, they can start a vote within council to decide whether or not to impeach the Vice President, and if the Vice President is impeached, a special election will be held to get a new one, for the public to vote on. Preface: I have realized that despite a council expansion the number of votes one has in council electons does not, this creates strategic vote risks among other things therefore this will rectify that. Article 1: At passage the number of votes a citizen has in council elections increases by 1 making one have 4 votes in council elections. Article 2: By simple majority in council a vote to change the number of votes a citizen has in council electons can be held. This number of council votes annot be less than one third of council size. If a council membership expansion would cause a violation of the previous rule the number of council election votes will automatically expand by enough to follow it.

These economic decisions shall initially be taxes and spending, but by majority vote they can be given new authorities. Council can give a broad set of economic principles to be followed if they choose, though if a clear economic crisis occurs said principles can be suspended until council can give new directives. Article VII: If there is a time where a position has no minister, possibly through resignation, the president can take on authorities of that position until a new minister is appointed. This is so vital government services can continue during such times, and is intended as an emergency stop gap measure. Preface: Since [the Unique Bill Identifier bill](https://tg.zerr.cc/bills/view?bid=20260212-1) was vetoed and there is still no mechanism in place for this I thought I'd propose a simpler but equally reliable mechanism for one of the problem that bill addressed- amending a bill/proposition after it has been posted. While the UBIB would've addressed this by incrementing the Bill ID if it's amendmended and requiring it be reposted as to the original edited, this bill seeks to solve the issue with a simpler solution. --- §1 Terms §1.1: All changes to a bill made after proposition must be clearly stated in a footnote stating what was changed and optionally for what reason. This is to prevent someone from creating a simple, useful bill, getting positive and/or supportive comments, then modifying it to mock support for a disliked proposition. §1.2: Footnotes are not required for the following: (a): Changes that do not affect the meaning, e.g. spelling fixes. (b): Clarifications or rewordings that clarify an existing rule. (c): Reformatting or otherwise changing the structure without modifying the meaning. §1.3: A bill post must not be significantly or meaningfully modified after it has been passed by council. This is to avoid confusion on what rules are in affect/actually passed. Exception: If council modifies a bill before passing it the original post may be modified to reflect the updated version. §2 Enforcement §2.1: Any bills in breach of the listed terms shall be considered a breach of the law and a potentially bannable offense. §2.2: This bill shall go into affect upon passing.

Preface: Section XI article II of the constitution states "Users must alert a mod or the President when their alt account is in use." This was not overruled by the espionage act so they had to report to *both* minister of Library as well as either a mod or president, as it turns out, spys did not realize they must do the second part. As section XI violations are a high crime everyone who knows someone is a spy and knows this information about the law is obligated to report them. However, once this passes that shall be no longer as they will retroactively be made non criminal, and ideally this occurs before the spys are sentenced after being reported. which is almost certain. Article I: All spys who registered to the Minister of Library (who is now a position under the Wiki team and not *technically* a minister but still does all the same things and has minister in the title) And who did not register their alt with a mod or president, are now considered to not be criminals under unconstitutional alt use if that was done before the passage of this amendment.
